Does "the building" mean the first building seen in that direction or any building seen in that direction?

The answer is both of these situations are valid. Let‘s say if you have numbers 142365, you can see buildings 146 from the left side and buildings 56 from the right side.

What I meant is: several buildings can be seen from a direction. The clue then indicates any one of them, correct ? I'm not a native speaker, but shouldn't "*the* building" be rephrased as "*a* building" then ?

I think I could've improved the wording with "the building of that height will be seen from that direction".
For example, a clue 3 would imply that 'the 3-storey building will be seen from that direction'. It could be in the first cell, or any other cell as long as it is seen.
But I think you understand the rules correctly now.

Sport Climbing (Multi Skyscrapers)

In the example, there are no given clues in the grey cells. Is this the case in the competition puzzle and is the solving of the clues part of the puzzle? In other words, are there given clues in the grey cells and does the rule sets apply only to these rows/columns with the clues, or does the rule apply to all rows/columns even if the clue is not given as in the example?

There won't be a combined ranking. Each time trial is separate.

Apologies if I missed a mention of this: In Multi Skyscrapers, is determining the rule-grid pairings part of the puzzle (I suppose Regions and -depending on formatting- Diagonal is obvious) or will they be given?

There may or may not be given clues in the grey cells. But there will be grey cells clearly marked to indicate where a clue applies to 2 adjacent grids.

Is Part 2 of the Time Trial just the same 11 puzzle types all over again, or is there some kind of link to Part 1?

In Sport Climbing, answer key C and D's format are wrong.
I think C is 7 digits, and D is 4 digits.

Ok there is a bug on the submission page. Enter all 27 digits for the last key and click submit all. We will count the submissions and sort it out.

As we have discovered a bug in the submission keys during the contest, we have decided it is best to not make this event count.
While the Submit All button still records each entry, we feel there may have been solvers who have lost time by this bug.
We apologize for this turn of events.

When will the details for part 2 be released? Will the puzzle types be the same or is it essentially a full new IB?

Time Trials Part 2 IB

The Time Trials part 2 Instruction Booklet is available on the landing page. Here is a quick link - https://www.worldpuzzle.org/files/106/timetrials%20part%20two%20IB%2...
Note that on the landing page, the Time Trials have now been moved below the Social table so that the last table can be allowed to go longer without disrupting other things.

Is there any chance we could get something on the WSPC2021 page to indicate which time trials have already expired (text? color coding?)? Now that the part 2 puzzles are listed, it's become a bit more cumbersome to find the one that's currently relevant, and we don't have the part 3 puzzles added yet.

Yes, we are trying something. For now we have broken it into 2 tables, we may collapse the 1-11 table once all 11 are done (you'll still be able to click on it to show it, like the Schedule Overview section, in this case)
