Can ships cover up numbers? (that is, are numbers also considered water)?

Also, the rules mention that ships cannot touch diagonally -- what does it mean for ships to touch diagonally?

For a row that has a shaded cell, is it guaranteed that all cells in the row will be shaded? Or is it possible for only some cells in a row to be shaded?
