Yes. In the example, some regions contain a full 1-cell ship and one cell of another ship.
There is no instance of a 2-cell ship in the example but it can be fully contained in a region.

I have the same question regarding Sea Battle that I'm not sure the clarification fully resolved. Could a region entirely contain a 4-length and a 3-length ship? Or is the intention that exactly two cells in each region are covered by ships? (Actually I guess it must be the latter, but the IB reads like the former)

It is the former. We'll update the IB with a clearer example in the next version.

1.12 The instructions say to draw paths, but the example doesn't have any paths drawn. Will the solver get credit for mixing white circles and paths, as long as it is clear where the white circles should be?
