I'm not sure what you are looking for. Is it software to solve, or generate, or something else? Either way, I'd recommend competitions and archives on this site containing handcrafted Sudokus & interesting variants more than any software. I'm not sure I'm good at recommending software for this so I will leave that to others but if you want links for good contest Sudokus to attempt then feel free to check here - http://logicmastersindia.com/lmitests/downloads.asp

Personally I use Microsoft Publisher but if you're tech-savvy then Inkscape or Adobe Illustrator.
