I did not understand even after reading the translated instructions by Chris. In a row, if a cell has an even digit in its left and also an even digit on its right, the cell's digit is written outside the row. In a column, if a cell has an even digit on its top and also an even digit on its bottom, the cell's digit is written outside the column. basically even digits both ways.
