6 Kropkuro - what does 'set of consecutive empty cells mean'? Is that the same as 'row or column'?

This is covered under 'Consecutive' in the Glossary. It isn't necessarily same as 'row or column'. The example does not contain any 'breaks' using black cells in between rows/columns. You can perhaps refer to the Gapped Kakuro example in Round 9 (Page 32) to see why it is necessary to say 'set of consecutive empty cells' vs a full 'row or column'.
