Can sub-teams communicate, help and share sudokus? For instance , Let's say sub-team A has X and Y .

i)Can X and Y interchange sudokus ?

ii)Can X help Y, if X completes a sudoku or vice versa within those 10 minutes of solving?

The two members of a sub-team can communicate / help / solve the sudokus together in any way. There is no restriction within a sub-team.

No, digits cannot repeat in a cage. Will add this in IB. Thanks!
