Right, it is Sudoku, not Latin Square. As mentioned in the IB, you need to put different digits in "every row, column and outlined block". The outlined blocks are 2X2 in this example. In the competition puzzle they could be 2X3 or 3X2 blocks. May be you guys missed the outlined blocks because of the grey borders in the example.
