In R1C3, 3 is written. This means we can see 3 buildings from that place in the given direction. And in R1C4, R1C5 & R1C6 , 2, 8 &6 is written respectively. How can I see the R1C6 cell from R1C3 if 8 is written at R1C5

I see your problem. You have misunderstood it to mean that it only sees the first X cells in that direction. It sees till the edge of the grid in that direction. So, there's a 9 away behind the 8, which will be another seen building.
