The wording here is possibly ambiguous. Could you please confirm that when you say "first cell of the corresponding row and first cell of the correspondng column" you are referring to the left-most cell of the row and the top-most cell of the column? |

As another question:
9. Big Small Count
Could you please clearly define what you mean by "Neighbouring Digits"

Its mentioned in the glossary. Neighbouring == its eight surrounding digits (five for edges, three for corners ), either sharing an edge or corner.

Does a unique combination of digit means just unique combination of digits in random order, or unique layout too?

Is it allowed if the 'n'th cell is outside the grid?
Is it possible to have empty cells(without pencilmarks)in the first 'n' cells in the pointing direction? |

The 'n'th cell cannot be outside the grid. We will add this clarification in the IB. Thanks.
All cells pointed by an arrow will contain a pencilmark, just like the example in the IB.

Looking at the example, the ? at the top it seems to me can only validly be replaced a 4. This runs in direct contradiction to the instructions which state that "a ? should be replaceable by any digit from 1 to 9". The ?s on the left of the grid suggest that in fact the ? might validly take multiple values (e.g. 1,5 for row 4 and 4,8 for row 6). Could you please confirm that the ? might validly take multiple values for the competition puzzle?
I think it would also be helpful to explicitly state that the "arithmetic progression" is not necessarily in order (the grid does make this fairly clear) - contrary to what might be inferred by use of the word "progression". |

Yes, the '?' can take multiple values, like the IB example. It is not required to fill in the question marks to get points. Will get this added in IB.
It is already mentioned that the arithmetic progression is not necessarily in order.

Ah yes I see that now, thank you Rohan, my mistake. |

Does 4 inside a circle imply 4 neighbouring numbers greatest than 4 and 4 neighbouring numbers less than 4 . Or we could have one of these conditions in this case ? |

It could be either. It could also be both.
