But I think you guessed that it is "Japanese National Puzzle Championship", it actually stands for "Japanese Number Place Championship", and contains 25 sudokus. From what I can manage to grasp from the translation, IB is to be released on Feb 24th.

In a row, if a cell has an even digit in its left and also an even digit on its right, the cell's digit is written outside the row. In a column, if a cell has an even digit on its top and also an even digit on its bottom, the cell's digit is written outside the column. basically even digits both ways.
